Lenovo business desktops with MS Office 2021 preinstalled are reusing existing licenses instead of choosing the preinstalled license.

Question

I bought 10 Lenovo business desktops with MS Office 2021 preinstalled for our company. When I try to set them up they are reusing existing licenses instead of choosing the preinstalled license for each machine. For example, if the machines are named A, B, C, D, etc., then this describes the situation:

I set up A successfully by following the MS prompts.

I set up B successfully by following the MS prompts.

I set up C by following the MS prompts but it used the license from B.

We have volume licensing. I thought these licenses would be volume licenses since I went through our rep, but they are retail.

Has anyone else had this problem? I have not found a solution.
