No device (FPGA card) available on Azure standard NP10 node

I'm running Ubuntu 20.04 on an Azure standard NP10 VM and xbutil scan, xbutil list, and xclprobe() all report that there are no devices available on the machine. These nodes should all be connected to FPGAs, and I've had no issues with connectivity to the FPGAs on NP nodes in the ~5 years that I've spent developing on them. I haven't been able to find any suggestions on how to go about troubleshooting this, and a VM reboot didn't solve anything. If anyone has any guidance or recommendations, let me know. Thanks!
