The application process has not stopped and as this is correct process to get the access to azure open AI. Please refer to How do I get access to Azure OpenAI?
As directed in the form, can you please contact the onboarding team at [csgate@microsoft.com] to understand the current delay. Also, please add [maccount@microsoft.com] and [csgate@microsoft.com] to your Safe Senders list to ensure you receive all correspondence pertaining to your application, including the verification email from Microsoft Vetting Service.
