When Windows 10 1803 automatically installs windows updates now in the year 2020, normally it updates to version 1909 first, and then forces a month delay before it will install version 2004.

But if on Windows 10 1803 Education edition, I go into:
Group Policy editor - Run as administrator
- Local Computer Policy
- - Computer Configuration
- - - Administrative tools
- - - - Windows Components
- - - - - Windows Update
- - - - - - Windows Update For Business
- - - - - - - Policy: Select the target Feature Update Version - Enable
- - - - - - - - Target version for Feature Updates: 2004
Now when Windows automatic updates runs, it instead directly upgrades 1803 to 2004. And it does it successfully, no problems.
Why doesn't 1803 directly upgrade to version 2004 by itself, without having to jump through these hoops with the group policy editor?
