Why don't old Windows 10 more than 2 years old, directly upgrade to the current build?

Question

When Windows 10 1803 automatically installs windows updates now in the year 2020, normally it updates to version 1909 first, and then forces a month delay before it will install version 2004.

But if on Windows 10 1803 Education edition, I go into:

Group Policy editor - Run as administrator

• Local Computer Policy
• - Computer Configuration
• - - Administrative tools
• - - - Windows Components
• - - - - Windows Update
• - - - - - Windows Update For Business
• - - - - - - Policy: Select the target Feature Update Version - Enable
• - - - - - - - Target version for Feature Updates: 2004

Now when Windows automatic updates runs, it instead directly upgrades 1803 to 2004. And it does it successfully, no problems.

Why doesn't 1803 directly upgrade to version 2004 by itself, without having to jump through these hoops with the group policy editor?

Hello,

IMO, there should also be a way left for users to upgrade version by version, if they want. The Group Policy is there for power users, so by this, we've both ways and users can decide what they want. Although, you can provide your feedback using the Feedback hub to Windows engineering team.

Hi,

With the help of Windows Update for Business, you can delay receiving updates for up to 30 days. If you'd rather wait a week or two to ensure that an update won't cause problems on a mission-critical PC, you can set a deferral period of, say, 14 days, giving yourself two weeks to monitor feedback from other users before the update automatically installs.
