I would focus on these metrics first:
OS Disk Queue Depth -> Low value is better
Data Disk Queue Depth -> Low value is better
All Storage IO utilization metrics

what kind of VM are we talking about? And what kind of data is stored on the data disk?
In general you will find recommendations in the internet which define a frequently Data Disk Queue Depth higher than 2 as "bad". In your screenshot you see there are only some peaks from time to time.
In addition it might be helpful to add the metric Data Disk IOPS Consumed Percentage and Data Disk Bandwidth Consumed Percentage as well.
If there are no noticeable performance issues on the VMs related to the disks I would say there is no need to switch to Standard SSD sku.

are there any noticeable performance issues? For me it's ok to have some peaks during the day as along as the performance overall is acceptable.
If you aren't sure to update the disk skus you can give it a try and do the measurements again. It's possible to switch the disk skus forth and back. Just be aware Standard SSD is more expensive than Standard HDD.
