Unable to download oracle 11g in Azure VM .. Is it possible to download?

@Radhakrishnan B Can you please confirm how are you trying to download it is it from Oracle Technology Network? Have you tried to download it locally and then SCP it to the VM?
Also this version is no longer available via Oracle due to the out of support status, (https://www.oracle.com/database/technologies/oracle-database-software-downloads.html).

Thanks for the answer.. But it seems that for the trial version none of the software are allowed to be downloaded in the Windows server. Tried out to download Notepad ++ and received the error.
@Radhakrishnan B Thank you for your response. So can you help me understand you current scenario were you able to download oracle 11g? Also if you can please explain in brief your use case so I can help you out better :)

If you have Windows Server you need to disable Internet Explorer Enhanced Security Configuration.
