Hi, I created an Azure SQL database with the free tier option initially, it worked great, then I have hit the monthly free limit. Then I proceed to my Azure portal to change the compute tier to DTU basic plan, but the database still giving me the same error message. Is there anything else I need to do to regain access?

After clicking Apply button on Compute + storage blade, did you wait several minutes before attempting to connect? Sometimes it can take a few minutes for the scale operation to complete.

Hi, I have waited for it to finish scaling, it has been about 1 hour since I changed it, now I'm still getting same error message
Okay. Does the Overview blade of your database show as Online, with Basic pricing tier?
One suggestion I have would be to switch to General Purpose -- Serverless, wait for the scaling operation to complete, test connecting (if you want), then switch back to Basic.
Yes it is, using query editor in the portal also giving me same error message. I will try your suggestion and see how it goes
Well after changing to vCore serverless, test the connection, it still giving me same error message. Then changed back to DTU basic still giving same error message. I'm not sure what to do now. I will try again tomorrow
You could try restoring to a new database. Once the database is restored, test to see that it works okay, and then delete the old one. You do this via Backups blade, click Restore next to the restore point you want to restore, fill out options, Create, etc.
The other option would be to create new Technical support request. Technical support request will require at least Developer level support.
I restored the database to few hours before and it worked now. I'm not sure what happened. Thank you for your answer, good sir

I have the same problem. I worked fine after i upgraded but then stopped workign the following day. MY DB status shows online but I get an error when trying to connect to the server
