So, on the VM has the vss error, please run command vssadmin list providers to check if there's an error. If a provider is missing from the list of registered providers, try reinstalling it. Also, for such kind of ramdon issues are indeed hard to troubleshoot, especially through forums. For this scenario, I would suggest you open a case with MS for deep troubleshooting, so that MS can collect deep VSS logs for diagnosis.
