How do I use the template to create an work item using Rest API

I am unable to use the template to create the work item. using the Rest API https://dev.azure.com/{organization}/{project}/_apis/wit/workItems?api-version=7.1-preview.3&type=Bug&templateId={templateId} eventhough I am passing the template id it's using the default template
