Accidental premium Azure SQL pricing tier

Hello, I am a professional developer and manage many Azure subscriptions. I also have a personal subscription I mainly use for prototyping and running some of my own, smaller, apps. Recently, after completing a project, I deleted a test Azure SQL database. The app services connecting to the database, however, I didn't turn off or delete. Unbeknown to me, someone was loading the app in the aforementioned app services. It triggered an automatic database scaffold with a premium Azure SQL database pricing tier. I am now looking at hundreds of dollars for my next invoice. I would like to talk to someone in Azure billing about this case and hopefully get it reduced or removed altogether. Unfortunately, I cannot find a phone number.
Any suggestions are highly appreciated. Regards, Tolga

    Please create a new billing support request using my instructions below.

    Use this link to start the process:

    Fill out Summary, Problem type, Problem subtype, click Next. There will be a delay, then some recommended solutions will be shown. Do not click on any of the recommended options shown.

    In the upper left corner, click Return to support request

    Click Next to move to Additional details tab, fill out required information, email/phone, etc., click Next, review details and submit case. After submitting you should receive an automated email with a few minutes and a support engineer should contact you within 1 business day.
