I would recommend verifying that the account has the correct access at the subscription scope. If you go to Subscription and Access Control (IAM ) > "Check Access", you should be able to validate the access level for that user.
It's also possible that the account has an MFA requirement that it is not meeting. If you take a browser trace you should be able see more details about why the access is getting restricted.
