Unable to invite People to workspace

Hey, unfortunately I'm currently having a problem with Microsoft Loop. I have an organizational account.

I would like to add other people from my organization to a workspace. Unfortunately I can't find them using the search. However, people themselves can create workspaces. They also have the necessary license.
