Will I be able to Upgrade an old version of windows to windows 10 or 11?

I'm buying an old HP laptop that originally had Windows 8 pro Installed on it. All the data on the laptop was completely wiped using BLANCCO, including it's original operating system. I read that in order to reinstall windows on the laptop I will have perform a USB install. Will I be able to simply upgrade to windows 10 Pro via the windows media creation tool/USB for free or will I have to pay to upgrade?

    Hello.

    The Windows 10 free upgrade ended on July 29, 2016.

    You can only perform a clean install of Win10, you need to purchase a legal license from the Microsoft Store or an authorized retailer to activate the system.
