Thanks for reaching out to us, it seems like you cannot deploy a new model. This issue is caused by you don't have enough access or you have not been assigned to the right role, to deploy a model, you need at least a Azure OpenAI contributor role as below screenshot, please take a look and check if you have this role -

You can get this information in Azure Portal -> your Azure OpenAI resource -> IAM page.
