I'm have a SQL Server SP1 2012 Standard Edition and I need to create a SSRS, which is not active. I have the question, if is possibly to install this service in the Standard Edition (And how to install) or I need to use the SQL Server 2012 Express Edition.

A SQL Server Standard Edition licenses include the complete SQL Server technology stack and this means beside the RDBM also SSIS, SSAS and also SSRS.
If it's not "active" on your server, then someone missed to install it; so install it.
