Error code 429 for static web apps

We are getting 429 error code when terraform is trying to create new static web apps and there are already 30 web apps created earlier using azure devops pipeline.
terraform version: 1.5.6
azurerm version: 3.89.0
Can someone please suggest possible solution or fix for this issue.

You're encountering an error message indicating that you've reached a limit when adding resources through a Terraform project.
Specifically, when Terraform sends too many requests concurrently to Azure, the Azure API returns a HTTP status code 429, indicating "Too Many Requests."
This error includes a Retry-After value, which tells your application how long to wait before sending the next request. If you ignore this value and send another request before the specified time elapses, your request won't be processed, and a new Retry-After value will be returned.
To address this issue, you can adjust the
parallelismparameter in theterraform applycommand.By default, Terraform sets a parallelism value of 10, but depending on your templates and resources, you may need to lower it, perhaps to 2, to avoid the error.
However, reducing the parallelism significantly impacts deployment performance.
terraform apply -parallelism=2Let us know if issue remains.

2024-04-10T10:41:15.1133333+00:00 We have tried above setting and issue remains so we set the parallelism=1 and still it does not solve the issue.
Can you please suggest how can we check the rate limiting details on azure static web apps and any other possible solutions.
