Please reach out to Azure support https://portal.azure.com/support/ and ask them for help to restore your billing account , once your billing account gets restored then you can activate your subscription as well

I'm trying to re-activate my Azure subscription, however, it failed because I accidentally deleted the billing account.
How can I restore the billing account and then re-activate the subscription? I will be grateful if anybody can help me eliminate that annoying issue.
