Subscription and IAM broken - I cannot administer my own account

Please help! I am a novice user with a pay-as-you-go subscription. Over the years I have created various Azure apps/storage/resource groups. I am the only admin on my account. I don't use roles or anything - I just make everything myself. There are no other admins who could have changed things.

Today (it's been about 6 months since I used Azure) I am trying to create a new static web app, but when I select the (any) resource group it says "you cannot perform this action without all of the following permissions (microsoft.web/StaticSites/write). This is the first time this has happened, I've created static sites before.

I have gone to the resource group and viewed my access rights. I am a Service Admin, User Access Admin, and I have added myself as a Contributor too without any joy.

If I click on Eligible Assignments it says "An error occurred, please try again later". And also at the bottom it says "The tenant needs to have Microsoft Entra ID P2 or Microsoft Entra ID Governance license."

I don't know what the "P2" bit means or why I would have to have it - I've never mucked about with Active Directory.

Has something changed in the last 6 months that would cause this?

I cannot find anywhere in the self-help that deals with this.
