These files are used by SyncToy to store information about synchronization tasks and their status. Deleting them will not cause any issues with the files themselves, but it will remove any record of completed or ongoing synchronization tasks.
If you delete the .DAT files, SyncToy will no longer have information about which files have been synchronized, and it may need to re-synchronize some files or folders. If you're okay with potentially re-synchronizing files, you can safely delete the .DAT files.
