Hello,
I am using SCEP server on Windows 2008 Enterprise R2 SP1. The SCEP server successfully communicates with mobile devices and is able to generate certificates on them. However, although I can select the certificate and use basic authentication for accessing Outlook Web Access (OWA), I encounter a 500 error code in the server logs even when I correctly configure Active Sync basic authentication.

Sorry that I am not very clear about your issue.
Please understand that Windows Server 2008 is approaching the end of their support lifecycle.
What is the version of Exchange Server? Did you have issue when accessing OWA?
I used Exchange 2010 server, and we provided access to OWA by installing the SCEP certificate that arrived on mobile devices into the web browser for trust purposes. With the trusted certificate, the login was confirmed.
Is there a solution for ActiveSync? I would appreciate it if you could guide me.
Sorry , Exchange 2010 is also approaching the end of their support lifecycle. And we only fucus on functionality of Exchange itself, if you have no issue to access mailboxes via OWA URL such as https://mail.contoso.com/owa and default mail client in mobile, we could know there is no issue on Exchange server. For SCEP issue, I will help add Windows Server tag, hope your issue can be resolved soon. Besides, we recommend you update your servers to supported versions.
