Add GIT Hooks on Azure

Hello,

We want to add a server-side GIT hook (pre-receiver) but we have no idea how to do it for Azure DevOps!

On our old servers, we hosted our GIT ourselves, so we placed our server-side hooks in repository.git/hooks
