How do I migrate email from one Microsoft 365 email account to another Microsoft 365 email account within my organization?

I need to migrate the content of one user's mailbox to another user within my organization. How do I do this? I've tried the migration assistant but I keep getting authentication errors despite the password being correct. Can i not accomplish this as the administrator of the organization? Please advise.

I’ve read through this answer and it is not what I am looking for. I am looking to migrate email accounts within the same organization, not between two different organizations.
