How can it be possible that a clean install of Windows 11 can't update it self?

Question

I have tried twice to install windows 11 clean and to run updates after.

Both times the update KB5035853 fails with this error code 0x800f0991.

How can that even be possible?

I've tried different things to fix this, nothing works. Same error whatever I do.

Can you download and install other patches?

Here are some troubleshooting steps you can try:

1.Running the update troubleshooter. Select Settings > Update & Security > Troubleshoot > Additional troubleshooters > Windows Update > Run the troubleshooter.

2.Manually downloading the updates from Microsoft Update Catalog.

3.Performing a clean boot. This is a way of starting Windows with only the essential services and programs, which can help eliminate any software conflicts that might interfere with the update process. Please refer to this link: How to perform a clean boot in Windows - Microsoft Support

4.Restarting the update services. You can do this by using the Services tool (services.msc) and stopping and starting the following services: Windows Update, Background Intelligent Transfer Service, and Cryptographic Services.

5.Check if there is enough disk space available on your system drive. If not, free up some space and try the update again.

6.Disable any third-party antivirus or firewall software temporarily and try the update again.

this happens to me as well. Clean install - listen please - CLEAN INSTALL -

notes : this is a clean install, that means there is no 3rd party anything. The os was just installed.

Side note - this is a clean install

After the CLEAN INSTALL i run updates, and find cumulative update as well as .net update. This is after cleanly installing the OS. From windows media, i clean installed the OS. Both of these updates trash and fail. the only way to get them to install is installing them on the image offline. Is this a feature of windows? To show that to maintain security i need to install updates, but the updates fail to install?
