Understanding why GPT-4 Turbo token pricing appears to be 200% higher on Azure invoice

I've recently reviewed my Azure OpenAI invoice and noticed unexpected charges with regards to my gpt-4 1106-preview mode hosted in Central France

According to the published rates, prompt tokens are billed at €0.01 per 1,000 tokens and completion tokens at €0.028 per 1,000 tokens. However, my March invoice reflects a significantly higher charge.

Metrics from the Azure portal for March are as follows:

  • Processed Prompt Tokens: 908.61K
  • Generated Completion Tokens: 45.64K

Based on the rates, I anticipated charges around €10.36 (908.61 * €0.01 + 45.64 * €0.028), yet my invoice and cost analysis show a total of €21.05. This discrepancy puzzles me, and I seek to understand the reason behind the apparent 200% markup on the expected cost.
