Same spam keeps occurring

This is an example of spam I see almost every day. There are a few serious problems:

The subject line by itself is spam, and it is not removed immediately even after the body is blocked.
Very similar spam will appear the next day or so.

Yes we can flag it, but I am really tired of what appears to be no action on MSFT's part to get a handle on this, to the point where I will now stop flagging. I am done. Very disappointed.

Tom - thanks for these references - it is a daily effort to catch as much of the spam as possible. They quickly adapt and slightly change a character, word, etc. to get passed the filters.

A tremendous amount is caught and never sees light on the site.

The ones you have been flagging help teach the process on what is new approaches that can then be used to help detect it automatically later.

We understand it has been a long haul and have appreciated your efforts to flag the items you have previously flagged.
