Usually a Windows 10 or 11 VM in a cloud environment requires that you provide a qualifying multi-tenant license however an exception is currently being made for Student and Free Trial accounts which are able to deploy Windows 11 images for development or testing purposes:
Without a Student or Free Trial account, you would have the following options:
- Windows Client (dev/test, and your scenario): You can use Windows 7, Windows 8, or Windows 10 Enterprise (x64) in Azure for dev/test scenarios provided you have an appropriate Visual Studio (formerly MSDN) subscription.
- Windows 11: Requires enterprise/multitenant license.
