i cant install the sql server i tried several times below is a screenshot attached

When you run the Setup wizard, pay attention when you come to the page Server Configuration. On this page there are two tabs, the second is Collation. Go to this tab and select Change. Unless you have any specific preferences, you can back out of the dialog directly, and you will see that the default has changed to Indic_General_90_CI_AS_SC_UTF8
Summary.txt is this the file ?
besides i tried your solution in the installations wizard it gave me 3 options i choose the basic one and that's all and it started the installation it didnt show the page server configuration

The message Wait on the Database Engine recovery handle failed is a generic error that means that SQL Server did not start when Setup wanted to run configuration steps. To understand why it did not start, you need to look in the SQL Server errorlog, which you find in C:\Program Files\Microsoft SQL Server\MSSQL16.SQLEXPRESS\MSSQL\LOG\ERRORLOG.
If you see a message about 256 misaligned reads, you are running into a known issue where Windows 11 for some disk drives reports a sector size that SQL Server does not cope with. Microsoft has published an article with workarounds for the problem.
If you don't see the message about misaligned reads, feel free to upload the errorlog here, so we can look at it. You will need to rename to ERRORLOG.txt for the forum software to accept it.

I have never had reason to battle this issue myself. (When I built a new computer I was careful to avoid the disk models that cause this problem. :--) But it seems that most people that have been pointed to that article were able to get through. Some have reported that they had to set the sector siz406e to 4095. That makes no sense to me, but then again, this is outside my area of experties.
I ran the same command as you, and I find that on my laptop, all numbers are reported as 4096:

This is a peer-to-peer forum, and I don't know if anyone is willing to spend time with a live chat with you. For my own part, I'm on vacation, and I don't know much about the actual details myself, as I never had to deal with this myself. As I said, other people have been able to get this to work.
But, yes, you really should not have to go through this. Microsoft has two products that clash. They should clean up their act. At a bare minimum, SQL Server Setup should stop you at the gate. But now things are as they are.
