Does this issue occur recently? If so, have you done any specific operations before that?
In order to further confirm if the issue is related to the account, it's suggested that you could try to add the account in Outlook on other machines to check if there're any differences.
If the issue only occurs in this specific computer, it's suggested that you could try to a new Windows profile to add the account in Outlook to check if there're any differences.
