The backup does not belong to this email address (sic)

My old phone broke. I had backup set to on for MSFT Authenticator app and had iCloud backups going.

I installed the authenticator app on my new phone. I selected to recover from backup. I log in. It then says that my backup does not belong to my account. Not sure what to do. I have 10-15 important accounts attached to that authenticator. Online chat/support doesn't seem to know what I'm talking about or trying to do. They keep asking me to recover my Microsoft account which makes no sense.

Any ideas?
