How to assign Reader role to a member within my subscription when only Owner role populates?

I am trying to assign the "Reader" in Azure to a member that successfully populates, but no roles are available to assign except the "Owner" role. Am I doing something wrong here? I feel like more roles than just "Owner" should be available to select. I even created a custom role modeled after "Reader" but that isn't showing up here either.

We're not maxed out on role assignments as you can see in the fourth screenshot.

Has anyone encountered this issue before? Is it fixable?

    Hi @J B ,

    what are the assigned roles of your user?

    If I open the dialog a lot of roles are listed and if I search for reader the Reader BuiltIn Role shows up in the list as well. My user has the Owner role assigned on the subscription.
