The subscription is not allowed to create or update the serverfarm

Question

I can't create any app service plan in regions like Germany, US East, or France, etc. I've been trying for the past 3 days to redeploy, change regions, and other ways, but nothing's working. Here are the detailed error messages:

• Resource: /subscriptions/cdf67a45-d6f7-499a-805f-becef0d974cc/resourcegroups/GroupGermany/providers/Microsoft.Web/serverfarms/PlanGermany
• Error Code: Forbidden
• Details: The subscription 'cdf67a45-d6f7-499a-805f-becef0d974cc' is not allowed to create or update the serverfarm.

I am in Azure for Students. My subscription id is 'cdf67a45-d6f7-499a-805f-becef0d974cc'. I am the admin of the subscription, so i should be able to create app service plan.

I don't know why i still meet the problem. I really hope someone can help me out, thanks a million!

@Jyy Syy Thank you for posting your question in Microsoft Q&A, apologize for any inconvenience caused on this.

If you are seeing the issue "The subscription is not allowed to create or update the serverfarm" -If you haven't done retried, please retry creating the app service again (similar thread #1535067 user was able to fix the problem).  

Update:
Our Internal team has investigated and fixed the issue on the customer subscription(cd---b) and customer has confirmed that they able to create the app service.

If anyone is facing the issue, for a detailed investigation, we request you to create a support ticket.  Please create a support ticket for an immediate and focused assistance.
