resources.repository trigger doesn't work

Question

note: tag is not relevant. i couldn't find any related to my issue and tags are required, so i've picked rendom tag.

resources.repository trigger doesn't work. what can be the issue?

resources:
  repositories:
  - repository: website
    name: website
    type: git
    ref: dev
    trigger:
      - dev
