Can WordPress be downgraded or restored to a previous version after upgrading?

I am using an instance of Azure WordPress App Service and have documented upgrade and recovery procedures for my team. I want to know if it is possible to downgrade or restore the app service to the previous version of WordPress after upgrading. I have backed up both the app service and the database before the upgrade.
