Is SQL Server 2019 available?
My personal recommendation is to target the correct version. Because SSDT was lock stepped with the SSIS version that shipped at the same time. I also checked the SSDT for VS 2015, the drop down only has up to SQL Server 2017. I suggest you install VS2019 if you want to use SQL Server 2019. You will be able to take advantage of the newer features.

Please look at this. I checked all the Build number and found the version 17.0 supports up to SQL Server 2017.

The screenshot I provided was the version in SSDT dropdown list. Perhaps I used the wrong word, my meaning is in the SSDT update page for VS 2015, all the versions are list one by one.
