We have been gradually deploying Windows 11 within our environment and have run into an issue with the control panel. We deploy self service application installs via GPO with User Configuration > Policies > Software Settings > Software Installations. On Windows 10 it works just fine every time, though it seems pretty inconsistent on Windows 11 computers. When you open Control Panel > Get Programs, control panel will hang then close completely. Sometimes it will open fine on the first try, other times control panel will crash and you have to try 3-5 times for it to open properly to see the software available to install.
The only event that shows up in event viewer is an event for explorer crashing, seems pretty generic (below). Any ideas or suggestions of where I can look for more information, or maybe known issues with Windows 11 and this GPO functionality?

This is a fail fast exception which means it literally just terminates the app, the shell in this place. What you really need is to get the crash dump file associated with the crash. Then you can see what is actually going on.

Where can I find specific application crash dumps? It is only control panel/explorer that closes, the entire OS does not crash.
After looking into it I found where to locate the dumps. This is the error code it shows

Yes, explorer.exe is the default UX shell that you use in Windows. It is also the name of the file explorer process that you use when working with files or Control Panel. Confusing.

That indicates that somebody allocated memory and then overfilled it resulting in a crash. This is almost always a bug in the application but Explorer and Control Panel load third party files as well so it could potentially be a custom control panel applet or shell extension you have installed. We really need the stack trace.
If you have dev experience then I'd say run WinDbg (you can download it from the MS Store) and then load up your crash dump file and analyze it (!analyze). Note that I'm used to debugging kernel dumps but I think a user dump file will be fine here.
If you are not comfortable with using the debugger then the alternative is to put the dump file somewhere and share a link to it. Be aware that there may be some sensitive information in the dump (machine name, etc).
Ultimately what you need is the stack trace and ideally what module failed. This will point you to the component that is failing and hopefully it is a third-party component you can remove to verify.
