Which tools are needed to create a small API that sends some fields from a Python Web App to AZDO?

I want to create a small API to send a few attributes from a Python web application to AZDO. The idea is that when users submit the web application is sends a few fields so that we can create a story in the AZDO backlog.

Should I use 'eclipse' or Visual Studio?

Does it matter which tool is used?
