It is because your VM is running. Shut it down and return to the auto-shutdown pane, and you will be able to enable auto-shutdown.

I am encountering an issue with the auto-shutdown feature for one of my virtual machines. I'm unable to enable or modify the auto-shutdown settings because the button is greyed out and does not allow any interaction.
Troubleshooting Steps Tried:
None of these steps have resolved the issue.

Please check what's the level of access you have on the VM or on the resource group. Also check if you have registered for the resource provider Microsoft.DevTestLab.
Microsoft.DevTestLab resource provider is needed, register for that and try again.
