SOLVED: Forgot usage location. blush
I've been unable to assign Microsoft 365 E5 Developer (without Windows and Audio Conferencing) licenses to users over the past two days.
Erroring out with:
Any idea why I am experiencing this with all my Developer tenants (two of them)?

Try assigning the license to a different user account to see if the issue persists with a specific user or all users.
