The problem is on my Windows11 PC in domain. The same was on windows 10. After installing WAC, the site works at localhost:6516. But after restarting the computer, everything stops working with an error like in the picture. There is no such problem on Windows Server. But there is such a problem with client operating systems.

I also can't select port 443, error - need to use a port higher than 1024

I still haven’t found where to select my generated certificate

The problem is after installing WAC there is no service "Windows Admin Center Service" on Client OS (W10 or W11), the port 443 is free on my W11 pc, and not using even in Listenening mode. I just installed the same version WindowsAdminCenter2311.msi on WindowsServer2022 and it works, during installation it suggested using port 443 and two service was created "Windows Admin Center *".

But. The WAC doesn't work on Clients OS! Try to install WAC on client OS W11 and you will encounter the same problem.

Port 443 is typically used for HTTPS traffic, which might already be in use by another application. You can try using a different port number (such as 6516) for Windows Admin Center, as you've mentioned. Ensure that the port you choose is open in the firewall and not blocked by any security policies.
