I have installed the new KMS key for Office 2019 but it is not activating on WinSvr2022 but Windows License is activating fine. DNS the record is correct, with KMS FQDN and listening port is open for traffic both ways. However, I can manually command a client to point to new KMS. We don't have a firewall or use defender. State firewall takes care of security for the district.
Status for Office says Licensed. But Rearm: -1

Do you mean the KMS clients of Office 2019 installed via Configuration Manager cannot be activated?
If so, I suggest you show us more of cscript.exe "%ProgramFiles%\Microsoft Office\Office16\ospp.vbs" /dstatus command results.
Besides, please also run cscript slmgr.vbs /dlv 70512334-47B4-44DB-A233-BE5EA33B914C to verify if the KMS key is successfully installed and activated.

According to your image, there are 2 Office 2019 products. The first one shows licensed, but the last 5 characters of installed product key is not the GVLK of volume licensed version of Office 2019. But, the KMS clients must install GVLK to use KMS activation.
So, please check the Office 2019 installation on server first.
Tried to copy and paste GVLK but VAMT rejects that key. Any further suggestions

Please make sure there is only one version of Office 2019 installed on your machine. According to the second Office 2019 record in 'dstatus' command results above, this Office 2019 should be Office Professional Plus.
If there is indeed only Office Professional Plus 2019 installed, I suggest you remove the activation information of first Office 2019. Since the last 5 characters of installed product key is not fully displayed, I will use CXXFD instead.
cscript.exe "%ProgramFiles%\Microsoft Office\Office16\ospp.vbs" /unpkey:CXXFD
Then please run following commands to specify the KMS host to activate Office (Here, I use "kmstest.contoso.com" as KMS host name as an example).
cscript ospp.vbs /sethst:kmstest.contoso.com
cscript ospp.vbs /act
If Office 2019 is still not be activated, it's recommended to run cscript slmgr.vbs /dlv 70512334-47B4-44DB-A233-BE5EA33B914C on KMS host and share us with the screenshot, I will check the information of KMS host.
Besides, you need to check events in Event Viewer, then share us with the screenshots which are like images shown in links below.
