Why is Excel OM v5.3 unable to work consistently on my computer?

This is for a college class I'm taking, and I don't know what else to do. I've tried uninstalling all of Microsoft Office 365 and then reinstalling. I've tried uninstalling Excel OM v5.3 and reinstalling. This is the message I'm getting:
"The item 'excelOMQMV5.xlam' that this shortcut refers to has been changed or moved, so this shortcut will no longer work properly. Do you want to delete this shortcut?"
The only thing that seems to work temporarily is this:
-Uninstall Excel OM
-Restart computer
-Install Excel OM again and open the shortcut on my desktop
It will usually work once I do this, but only for that one time or maybe a few times. There's no rhyme or reason. I might be able to open/close it several times and then on the 6th time I get that error message.
I don't understand why. I haven't moved the shortcut at all. It seems to fail almost certainly after I close and open again.
Any advice here? I've uninstalled and reinstalled Microsoft Office 365 and Excel OM at least a dozen times now. Help :(

2024-05-10T03:42:44.7266667+00:00 Just realized something similar is happening with a different excel thing that I have to install for school called "ActiveModels.HR.xls" except the message this time is
"Windows is searching for ActiveModels.HR.xls. To locate the file yourself, click Browse." but I also seem to get the original error message with this shortcut too.
Would only having 5.28GB available out of 118GB on my Windows (C:) drive have any effect on this?
