How to fix having no access to local devices on internet

Windows 11 Microsoft Windows [Version 10.0.22631.3593]

On one PC in my local network I have no acces to local devices (NAS, printer, ...) on the network. A ping to the respective devices yield a general failure. However, I can connect to internet.. The command "ping www.google.com" yields a result. The PC with the problem has a wired connection. The NAS has a wired connection too, a printer has a wireless connection to the local internet. An other PC on the same network has no problems.

When I try to connect to the NAS, I get the message "Your internet access is blocked. Firewall or antivirus software may have blocked the connection. Try: ... ERR_NETWORK_ACCCESS_DENIED". I have removed the anti-virus software and I turned off the firewall. The problem still persists.

I have tried several options found on internet to reset network settings, but non of them worked. I also did a reboot of the router.

I did a fresh install of the latest Windows 11 update (Fix problems using Windows Update).

I have been in contact with someone from Microsoft in a chat. He tried several commands (SFC ..., DISM ...and several others (see file: updates.txt) to get the problem fixed but none of them resulted in solving the issue. I have a case ID if this will be helpful.

I have started my PC in safe mode with networking, and then there are no problems.Is there a way to solve this networking issue or should I do a "Reset of the PC" with "Keep my files" and the re-install all apps (quite a lot) on the PC?
