The error message you are seeing indicates that the Enhanced Security and Compliance add-on is enabled on your Databricks workspace, and that the SKU you are trying to downgrade to is not compatible with this add-on.
As you mentioned that none of the Enhanced Security options are currently enabled, it is possible that this is a false positive error message. In this case, you can try the following steps to resolve the issue:
Check if the Enhanced Security and Compliance add-on is enabled on your workspace. You can do this by navigating to the "Settings" in your Databricks workspace, and then selecting "Security & Complliance". If the "Enhanced Security and Compliance" option is enabled, then the error message is excepted.
If the Enhanced Security and Compliance add-on is not enabled, try upgrading to a premium to Standard downgrading. This may help to reset any configuration issues that are causing the downgrade to fail.
If neither of the above steps work, please share the detailed screenshot of the security & Compliance, so that will be able to help you diagnose the issue and provide a solution.
