Installation of uwp on windows 2019 server

I am having a problem of the installation of the uwp application on windows server 2019. App settings are disabled and can not make it on.
The app needs removable drive access and other folders. Windows server is a domain controller.
Any pointers would be appriciated.

There is a policy I have changed that also - I have scanned all group policy.

2020-11-20T05:46:29.797+00:00 Could you please check the setting pages to see if you had disabled the default behavior of the system? If you disabled the default behavior of the system, then all the apps will not be able to use the capability. You could find the page in Settings-> Privacy Settings.
