Trouble connecting Azure SQL database to Azure Data Factory

I keep getting an error message saying "Cannot connect to SQL Database." I'm using Server: 'redacted', Database: 'redacted', User: 'redacted'. I've checked the linked service configuration, and made sure the SQL Database firewall allows access from the integration runtime. I also see the error "Database 'redacted' on server 'redacted' is not currently available. Please retry the connection later." Can someone help me troubleshoot this issue?
