Universal Print is included with commercial and educational Microsoft 365 and Windows 10 Enterprise subscriptions but can also be purchased as a standalone subscription for more information please refer for List of subscriptions that include Universal Print.

Regarding trial plans or free options for individual developers, there are no trial plans or free options for individual developers for Universal Print. It is included with certain subscriptions, and if you have an eligible subscription, you can use Universal Print as part of that subscription
