I have a customer asking this: Need APK file for MS Authenticator app to publish on corporate app store in China environment for Android devices.

I told him it was not possible to provide the APK file as per article: https://support.microsoft.com/en-us/account-billing/authenticator-for-android-in-the-public-cloud-in-china-ebbef05c-a429-4236-8570-1bb1900fec35

Then he replied with this: If were using Intune to manage our devices, which is Microsoft’s recommendation on deploying the MS authenticator app in Android devices in China managed via Intune?

I am hoping we are not the first company with this issue.

So is there any way to escalate this if the answer you got is No, and if that is a definitive answer, can I know the reasons?

The authenticator app works but with limited features. So you can extract apk from the original app via apk extractor apps. Then, you can install extracted apk of authenticator app. Of course, it is not corporate solution and the app options which does not work on China is barrier. So, you can start by doing this and asses how the app work on China by testing.
