Global Branch policy not getting honored by the repositories

Question

We have a global policy to have only 1 reviewer on develop branch while we merge it from develop branch to other branches in azure repositories for azure devops

This is working fine with all the repositories but with one repos it is still asking for minimum reviewers as 2

We had initially set the minimum number of reviewers as 2 but then we changed it to 1. I am adding screenshots as per below kindly check
