Receiving unexpected charges before azure free tier sign-up. What is the solution for this?

I recently created a new Microsoft account and created an azure account. So I tried to create a free tier subscription with that account. An amount of 2 Rs was deducted from my account for verification, and I also accept that. But for no reason 90 Rs had been deducted from my account again for no reason, also the subscription was not enabled showing error "You are not eligible for free tier subscription". So kindly help me to get my money back.

    You can reach out Azure billing and subscription management team by creating a billing support request. Billing support request via Azure portal is free for all Azure customers and doesn't require a paid support plan. Please select 'Billing' under 'issue type' while creating the support request.
