Sign-in error code: 9002341 - User is required to permit SSO

We have MANY failed sign ins with error: Sign-in error code: 9002341 - User is required to permit SSO.

It happen all the time - but without any interruption for users. What exactly does it mean? I couldn't find any helpful information for this error. From time to time I get this prompt:

and of course I choose to "Continue", but it doesn't help.

FYI: we are using SmartCards to sign in into Windows, devices are hybrid joined, Windows 10 mostly.

    Hi @adv_kd , this indicates that the user is required to permit Single Sign-On (SSO) for the application they are trying to sign in to. This can happen if the application requires additional permissions or if the user has not previously granted permission for SSO. I do however notice this is a common problem in other threads and may be a bug. If the user has permitted SSO for the application and is still having issues let me know and I can investigate further.
